I am directed by the Secretary of State for War

to transmit for your perusal the enclosed copy of

correspondence from the General Officer Commanding the

Troops in China and Hong Kong, relative to the pay of certain civilian subordinates at Hong Kong in the employ

of this Department.

I am particularly to call your atten-

tion to the statement of the Officer Commanding, Army

Service Corps Hong Kong, in his minute of the 19th March

last, and to request that you will be good enough to favour

Mr Secretary Campbell-Bannerman with any information you

may possess as to what increases if any have recently

been granted to members of the Civil Service in China in

consideration of the depreciation in the value of silver

and on what principle such increases have been calculated
